El Reino Unido ha tenido s\u00f3lo 25 gobiernos en el mismo periodo. Alemania, 24.<\/p>\n<p>Francia, sin embargo, ha tenido 66, uno m\u00e1s que Italia, aunque el n\u00famero de gobiernos franceses est\u00e1 \u201c<em>hinchado<\/em>\u201d por el agitado periodo de la posguerra. Entre enero de 1946 y la creaci\u00f3n de la V Rep\u00fablica en 1958 se sucedieron 27 Gobiernos, uno cada 5,7 meses.<\/p>\n<p>Desde entonces hasta hoy la media de permanencia de cada gobierno es de 15,5 meses. Adem\u00e1s el papel del primer ministro franc\u00e9s es diferente al italiano, este \u00faltimo tiene m\u00e1s atribuciones que en Francia corresponden al Presidente de la Rep\u00fablica.<\/p>\n<p><strong>\u00bfPor qu\u00e9 son tan ef\u00edmeros los Gobiernos en Italia?<\/strong><\/p>\n<p>Seg\u00fan Nicola Chelotti, experto en pol\u00edtica italiana de la London School of Economics, Italia tiene una tradici\u00f3n pol\u00edtica de favorecer las coaliciones de partidos que suele generar tensiones insalvables. La juventud de la creaci\u00f3n del pa\u00eds tambi\u00e9n es un factor, asegura.<\/p>\n<p>Chelotti explica que se cambi\u00f3 la ley electoral a principios de los a\u00f1os 90 para intentar favorecer gobiernos de mayor\u00eda.<\/p>\n<p>Los datos de nuestro an\u00e1lisis lo muestran: Italia tuvo 52 gobiernos entre 1946 y 1993, lo que supone una estabilidad media de 10,8 meses.<\/p>\n<p>Desde entonces, incluyendo al Gobierno de Gentilioni ha habido 13 administraciones, una cada 21,6 meses (es decir, con una estabilidad mayor que la de Francia).<\/p>\n<p>Italia es sin embargo la campeona de las ca\u00eddas de gobierno espectaculares. La \u00faltima, cuando Matteo Renzi se jug\u00f3 el cargo \u2014y lo perdi\u00f3\u2014 perdiendo el refer\u00e9ndum sobre la reforma constitucional de principios de este mes de diciembre.<\/p>\n<p>De hecho, uno de los objetivos principales era favorecer la estabilidad de los gobiernos en Italia.<\/p>\n<p>Y recordemos c\u00f3mo Silvio Berlusconi tuvo que apearse del tren en marcha por el riesgo de quiebra de la econom\u00eda italiana por la presi\u00f3n de los mercados financieros.<\/p>\n<p><a href=\"https:\/\/seryhumano.com\/web\/tan-inestables-los-gobiernos-italia\/an-italian-flag-waves-in-front-of-the-montecitorio-palace-before-the-start-of-a-finances-vote-in-downtown-rome\/\" rel=\"attachment wp-att-24590\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-24590\" src=\"https:\/\/seryhumano.com\/web\/wp-content\/uploads\/2016\/12\/Italia-1.jpg\" alt=\"\" width=\"513\" height=\"285\" srcset=\"https:\/\/seryhumano.com\/web\/wp-content\/uploads\/2016\/12\/Italia-1.jpg 513w, https:\/\/seryhumano.com\/web\/wp-content\/uploads\/2016\/12\/Italia-1-300x167.jpg 300w\" sizes=\"auto, (max-width: 513px) 100vw, 513px\" \/><\/a><\/p>\n<p>Chelotti cree sin embargo que aunque la reforma constitucional de Renzi hubiese obtenido el \u201cs\u00ed\u201d y el primer ministro siguiera en el cargo no se habr\u00eda solucionado el hecho de que los partidos italianos no est\u00e1n unidos, y tienen numerosas corrientes internas en permanente disputa.<\/p>\n<p>\u201c<em>Un partido puede obtener muchos esca\u00f1os pero eso no quita para que al d\u00eda siguiente no sigan la l\u00ednea marcada por el primer ministro y lancen una rebeli\u00f3n<\/em>\u201d a\u00f1ade.<\/p>\n<p>\u201c<em>Tambi\u00e9n es clave el hecho de que Italia es un pa\u00eds relativamente joven y no hay un sentido fuerte de estabilidad y de pertenencia a un estado por diversas razones. El pa\u00eds estuvo ocupado por pa\u00edses extranjeros durante largos periodos y la gente ten\u00eda que adaptarse r\u00e1pido a los cambios.
